Job Description:

The role of the monitoring, evaluation, reporting and earning (MERL) officer will support the implementation of MERL activities for the Global Fund TB/HIV grant activities.

Job Responsibilities:

  • Assist with the development of grant work plan, data collection instruments and tracking progress against the set grant targets.
  • Facilitate training and capacity development for data capturers.
  • Participate in performance indicators and DQA audits.
  • Report on sub-recipient (SR) performance indicators and monitoring frameworks.
  • Lead the overall implementation and leadership of TB programme M&E activities.
  • Strengthening and capacity building on existing national health information systems such as EDR.Web, TIER.net, DHIS, HPRS and others, to enhance data visibility via dashboards and cascade analysis, to enhance programme improvement.
  • Work closely with the MERL team, programme team leads and data management staff to ensure TB programme data management processes and M&E systems are managed in line with Department of Health (DoH) information management guidelines, policies and procedures as well as Global Fund (GF) reporting requirements.
  • Participate in district and sub-district MERL meetings, workshops and discussions

Qualification & Experience:

  • NQF level 6 or equivalent qualification in M&E, information technology, public health, data management or statistics
  • A minimum of four years’ experience in HIV and/ or TB programming, with a specific focus on M&E.
  • Experience in working on Global Fund, PEPFAR or other donor-funded projects, as well as a good understanding in using one of NDoH information management systems would be an added advantage
  • Valid driver’s licence and be willing to travel
  • Clear criminal record
  • Demonstrated experience in data management and reporting systems including development of tools, data capturing, analysis and report writing
