Mission/ Core purpose of the Job:

Deliver specialist technical knowledge on the Technology Enterprise Systems within the Core, IP and Access networks in line with the business requirements of MTN SA (required timelines, budget constraints and quality standards). Provide thought leadership and direction on the different technologies pertaining to fixed line network initiativeswith a specialised view in IP transport planning in the routing and switching environment with particular focus of carrier Ethernet, internet breakout and MPLS transport planning mechanisms.

Task Complexity:

Strategic Input

• Contribute to the definition of the fixed line network strategy and architecture clearly describing the future vision for fixed line and identifying key decision points to enable this vision to be achieved

• Participate in the translation of the fixed line strategy and architecture into long range plans

• Assist in formulating inputs towards technology strategy.

• Assist in delivering a target Product and Services architecture with a 3 year time horizon taking global technology developments into consideration

Planning & Delivery

• Responsible for the timely planning of all fixed line networks within MTN e.g. IP nodes, CTN, aggregating switches, GPON etc.

• Assist in defining 1-year budget

• Collaborate and provide business with knowledge of the technical capability of the platforms

• Understand business requirements and be able to translate these into technical terms

• Manage design guidelines for regional fixed line resources

• Ensure translation of high level plan to low level design

• Prioritise access/core fixed line network growth

• Drive execution of near term plans

• Forecast capacity and traffic and align with enterprise plans and with strategy and roadmap

• Ensure correct planning of the fixed line network w.r.t enterprise interconnections where required

• Plan transport capacity across access, backhaul and backbone infrastructure to support all of MTN’s bandwidth requirements

• Evaluate new Access and Core Backbone Fixed line Network Equipment and Specifications

• Identify geographical location for equipment to be installed

• Request funding and issue request for purchasing (RfP) to vendor, verify bill of material and confirm order of equipment and services

• Verify configuration

• Ensure implementation of Fixed line plans is carried out fully with a smooth handover to Network Operations for cutover and integration into the live network

• Ensure that policies, procedures and quality standards are adhered to in the planning process

Network Optimisation & Performance

• Ensure quality objectives are met and maintained

• Ensure future proof fixed line plans to guarantee deliverables are met according to customer requirements both internal and external

• Track and report on performance problems and performance improvements on division level

• Investigate performance issues and identify changes required on division level

• Review design and drive optimisation changes

• Tender evaluations and formulations

• Provide high level support on the planned network/technologies

Communication and co-ordination

• Ensure communication of plans and integration of feedback

• Prepare implementation and integration documentation

• Co-operate with and support of other network group departments at all levels

• Manage and interface with other areas of the MTN business outside of the fixed line department as required for successful planning and implementation (e.g. with Suppliers, 3rd Parties, local Fixed line Engineers and Business & Logistics department to ensure that contracts from a technical perspective are negotiated in the best interest of MTN)

• Interface with regulator

• Provide high level planning support function and representation (technical) for Fixed line planning departments in MTN Group Operations

Profitable Growth

• Assist with identifying synergistic opportunities between the fixed and mobile network deployments and th technologies herein

• Give inout to the Business cases for all Infrastructure Projects in the Enterprise and Fixed technology domain

• Work within the cost structure for MTN Business and Digital team in order to achieve profitable revenue targets

• Monitor and act on signals of stakeholders to ensure continued adherence to agreed outcomes

Financial Management

• Continuously strive to identify and eliminate non-contributory expenditure

• Manage expenditure in line with agreed budget

• Ensure contract governance is in place and administered at all levels

Project Delivery

• Develop and drive the execution of agreed projects

• Drive the implementation, tracking, monitoring and compliance of Projects

• Contract management in line with Procurement Policies

• Co-ordinate project reporting

• Ensure effective implementation of the integrated project management model

• Risk management

Business Analysis

• Perform Business Analysis MTN SA Business Analysis in line with the methodology and guidelines

• Identify ways to fine tune policies, processes and systems in line with changing work practices

• Determine, document, and review requirements for projects within the scope of the value stream or impacting processes and systems

• Design, analyse and document workflow and make appropriate recommendations that will positively impact operational effectiveness

• Identify Business Improvement and Optimisation opportunities that will result in improvement of process performance

• Ensure that benchmarking is conducted with other companies and organizations within and outside the industry.

• Construct business cases for initiations proposed by the business. Research and consider best practice, local conditions, trends, as well as competitor activity

• Identify and implement innovative ways to use minimum resources to achieve maximum outputs

Supervisory / Leadership / Managerial Complexity:

• Influence subordinate Fixed line Specialist / Engineers (local or regional) w.r.t Fixed line related issues and policy

• Act as Technical representative in contract negotiations with Commercial/Legal departments

• Assist in controlling budgetary management for both capital and operational expenditure in line with the Business Units requirements

• Communicate actively throughout Network Group

• Develop and manage standards and specifications

• Technical leadership.

Minimum Requirements –

Education:

• 3 year Degree or National Technical Diploma in Engineering

• CCNP/IP/IE equavelent will be advantageous

• Fluent in English

Experience:

Minimum 5 years and in Telecommunications, with at least 3 years experience as a Fixed line Planning specialist. Excellent understanding of fixed line project rollouts and good knowledge of the latest technologies (IP/MPLS networks and IP protocols and Gbit Ethernet, MAN and NGN).

Training:

Fixed line courses relating to Fixed line IP protocols i.e. MPLS, PPP, IP etc.
