Job Responsibilities:

Preparation and adherence of financial documentation prior to submission to SCM Unit for the compilation of orders, Preparation and processing of Procurement plan items as approved in the conditional grant Business Plan, Ensuring proper control and filing of all financial documentation for Audit Control, Prepare journals of misallocated expenditure. Preparation and monitoring of the provincial conditional grant component business plans – Submitted and received documentation to and from Head Office and/or National Department of Health, pertaining to the Conditional grant i.e. Business Plans, financial and non-financial reports, Assist the grant manager and programme managers with the implementation and maintenance of the conditional grant business plans for the province, Ensure that districts comply with the Business Plan activities as planned and approved by National Department of Health, Allocate and collate conditional grant budgets to districts in liaison with Provincial Treasury, Provincial Budget Control Unit and Chief Financial Officer and ensure alignment business plans with provincial strategic health planning tools, Encourage through joint planning with province to disaggregate targets and determine bottom-up resource needs. Identify risks and institute control measures to minimize risk in all HIV/AIDS programmes that deal with financial matters- Preparation and sorting of conditional grant financial documentation for National Reviews on a quarterly basis, Ensure province and district officials are invited and prepared to account for financial and non-financial indicators during national reviews, Monitoring of HR activities within the Conditional Grant ensuring a proper account of staff linked to their respective facilities within the districts

Job Requirements:

An appropriate B Degree or National Diploma in Cost & Management Accounting/Accounting/Financial Management PLUS Five years supervisory experience in Cost & Management Accounting/Accounting/Financial Management PLUS Unendorsed valid Code B driver’s licence (Code 08).
